Purpose of the position

The Fleet management support officer drives the global delivery of DSM Lease cars to approx. 1500 eligible employees worldwide. The company car is considered an important attractor for talent acquisition and a retainer element for talent as well as a functional tool. DSM leases company car , the majority of them are covered from a preferred vendor. The company car benefit policy is owned by DSM People and Organization and the purchasing strategy by DSM Sourcing. The fleet management services consist of fleet administration, coordination and account management of lease car area. The Fleet management support officer would also support GSC manager to continuously deliver the right quality of services according to SLA (Service Level Agreement) with the internal team and external service provider and improves the services to achieve the HRSS objectives.

Position context

HRSS is the global HR Shared Service Center within DSM that delivers 7 main HR transactional services to internal DSM Customers (employees and managers):

  • Workforce Administration
  • Payroll
  • Learning & Development
  • Compensation & Benefits
  • Talent Management
  • Master Data Management (including OM)
  • Business Solutions & Analytics

HRSS consists of 2 key pillars:
the regional Service Delivery Centers (SDC) and the Global Service Center (GSC).

HRSS works according to the following Tier Model:

  • Tier 0 corresponds with the GP&O Portals. According to the model, 70% of customer questions should be covered by the content of the portal.
  • The Regional Service Delivery Centers are responsible for the Tier 1 services for the first 4 above mentioned services. Customers can reach out to the SDCs via submission of tickets. In case the regional centers cannot resolve certain issues (e.g. due to complexity), they will involve Tier 2/3.
  • The Global Service Center (GSC) is responsible for delivering those services that can be leveraged on a global level (related to last 3 above mentioned services) and offers Tier 1 and Tier 2 support.
  • When needed, the Global Service Center can further escalate to Tier 3 (Service Line Managers, GP&O COEs and/or Third-party vendors like NgA or Success Factors).

The agreements with the customers are captured in Service Level Agreements. The tier model of Tier 0-3 needs to be followed with internal SDM team and external service providers (global and local vendors).

Position content

Key areas of accountability/responsibility

Account management

  • Central point of contact for DSM lease car eligible, lease car supplier and BG stakeholders
  • Manage escalations (responsiveness and service aspect important, high level stakeholders involved)
  • Provide advice to P&O fleet policy decision makers
  • Assist in new mobility requests / pilots (car sharing)
  • Manage the fleet within the DSM requirements (ensure the P&O policy is followed),
  • Pro-actively bring opportunities related to DSM values (Safety, Sustainability and/or Costs) to the DSM stakeholders

Coordination

  • Pro-actively advice on renew, extend or return individual lease cars in consultation with employer/employee
  • Coordinate and deliver global and regional HRSS activities for the respective services assigned;
  • Gather requirements from stakeholders and translate them into actions/solutions
  • Pool car management –  coordinate the pool of cars to new lease car eligible
  • Ensure new lease car eligible are forwarded to the leasing company conform policy/processes
  • Reporting requests from the business groups
  • Control of individual lease car contracts (also regarding fuel management) and fiscality’s

Administration

  • Ensure Salary dep / supplier is informed on mutations as a result of fiscal legislation and DSM policy
  • Instruct Lease vendor on cost center changes (as a result of inter-company move)

Complexity of the position

  • The role of Fleet management support officer is being transitioned from regional service delivery centers and is part of shaping a new HRSS organization.
  • Working in a matrix organization in which the fleet management support officer is responsible for providing a service with the global (virtual) and P&O and business stake holders.
  • Wide variety of  (DES DSM Executive Services) stakeholders(Customer, HRSS and external)  to manage and interact with;
  • Cross-BG, cross-functional and cross-country environment;
  • Understand the link between the various HR systems and HR processes, impact may lead to Escalation handling.

Knowledge and educational level

  • Excellent interpersonal, customer and business relations skills to leverage and orchestrate diverse (DES)stakeholders with adequate sense of urgency, share insights with colleagues.
  • Day to day vendor management. I.e. checking new developments , escalations on non-performance, Incident management.
  • Experience in working in global and virtual teams
  • Affinity with working on technology and hands on in use of excel and power point.
  • Fluent in English, both in writing and verbally;
  • Excellent communication skills, can engage with all levels in the organization (also cross functions);
  • Ability to manage multiple priorities and focus;
